He was Black ops pretty soon when he joined konoha last year, his mission was to spy out RockLee’s rainvillage. He then became feudal lord when Skell, the first feudal lord, was away for some time. When Skell found out, Lisa made Kaliph feudal lord behind his back, he started to get angry and soon left SL, saying he was underage.
Seemingly Kaliph is said to be very arogant, not speaking to everyone, talking rude very often and always thinking he is the ultimate answer to everything.
He became Hokage and was then kicked out of the village, after Lisa found out he was spying around. That he was spying is a fact, which can be seen in the notecards he spread out, with details that can only be known by spying.

Of course the land doesn’t belong to the group, they’re renting. They have a group of admins and co-admins that look after that section.
I’ll also add that a lot of people put up fake personas in the old Leaf.
